CIRO Releases 2026 Annual Report, Marks Major Regulatory Milestones and Looks Ahead to its Next Chapter

TORONTO, Sept. 21, 2026 /CNW/ -- The Canadian Investment Regulatory Organization (CIRO) today released its 2026 Annual Report  covering the organization's activities from April 1, 2025 to March 31, 2026, and its financial position at fiscal year-end.  

In addition to fulfilling its core mandate of investor protection and market integrity, CIRO successfully delivered on all of its 2026 Annual Priorities and made significant progress on the objectives laid out in its Strategic Plan .

Key Highlights  

  • Market surveillance of over $7 trillion in trade value; 
  • Oversight of more than 106,000 registrants across 250 Dealer Member firms;  
  • Enforcement activity led to over $7.6 million in sanctions and fines imposed on individuals and $8.6 million on firms; 
  • 16 individuals received suspensions and 10 received permanent bars;  
  • Evolved guidance to better enable non-tailored advice and supports for do-it-yourself investors;  
  • Distributed grants of more than $1.5 million to Canadian non-profit organizations focused on investor education and protection;  
  • Published new research on how DIY investors use social media for investing purposes;  
  • Modernized the proficiency regime for investment dealer Approved Persons, changing from a course-based model to an exam-centric model;   
  • Launched InnovateSafe, a regulatory sandbox allowing for new ideas and business practices to be tested without requiring regulatory exemptions. 

Looking Ahead to 2027  

In June 2026, Kriegler announced his intention to retire by early 2027, having served as CIRO's inaugural President and CEO and former President and CEO of the Investment Industry Regulatory Organization of Canada (IIROC). The new CEO will be selected by the Board.

CIRO has extended its current Strategic Plan by one year, providing the organization's next leader with the opportunity to help shape CIRO's future strategic direction.  

CIRO's Investor Advisory Panel (IAP) - Annual Report  

Each year, the Investor Advisory Panel (IAP), publishes its Annual Report, outlining the actions and role the advisory panel plays on behalf of Canadian investors and CIRO. Learn more about their work, mandate and members in the IAP Annual Report or on their webpage.  

In its third year, the IAP fulfilled its mandate by providing input and advice to CIRO on policy consultations and issues affecting investors. The panel, in close collaboration with CIRO's Office of the Investor, also published its first research report on Women and Investing, providing a deeper understanding of the investing needs, goals and experiences of Canadian women at various stages in their investing journey.
