OSC announces new Investor Advisory Panel members and Chair

EmitenTrust.com TORONTO, Oct. 13, 2026 /CNW/ -- The Ontario Securities Commission (OSC) today announced three new members of its independent Investor Advisory Panel (IAP) following a public application process.

The IAP, comprised of members who serve in a personal capacity, is an important voice for investors in the regulatory process. New members were selected to ensure the IAP continues to represent a broad range of relevant experience, skills, knowledge and perspectives to fulfill its mandate.

The new IAP members are:

Stephen Foerster: Dr. Foerster is a distinguished finance scholar with expertise in financial management, portfolio management, and corporate finance. He has published extensively, including award-winning books in the area of personal finance. He has also worked as a consultant and served as an expert witness before the Federal Court of Canada on matters related to investment management and evaluation. Dr. Foerster is a Professor of Finance at Ivey Business School, Western University, and a Chartered Financial Analyst.

Michael Holder: Mr. Holder is an accomplished legal and regulatory professional with expertise in securities law, compliance risk management, and capital markets regulation. His areas of focus include the impact of digital innovation, financial technology and other disruptive forces on financial services and market integrity. Mr. Holder is a business and law school lecturer, serves as Chair of the Board of Michael Garron Hospital, and is the Chief Executive Officer of North Star Group, a legal and regulatory consultancy.

Tashia Batstone: Ms. Batstone is an experienced executive leader with expertise in professional regulation, public policy, governance, and consumer-focused financial services. Throughout her career, she has worked to advance professional and ethical standards, and enhance access to financial planning and financial literacy for Canadians. A Fellow of the Chartered Professional Accountants of Ontario, Ms. Batstone serves on the Board of the Canada Deposit Insurance Corporation and the International Federation of Accountants, and is President and CEO of FP Canada.

Dr. Foerster and Mr. Holder have each been appointed for a two-year term effective November 5, 2026, and Ms. Batstone has been appointed for a two-year term effective January 4, 2027.

The OSC is also pleased to announce that Rozanne Reszel, a distinguished member of the IAP since April 2025, has been appointed Chair of the IAP effective November 1, 2026. A former President and CEO of the Canadian Investor Protection Fund, Ms. Reszel is a respected executive leader with expertise in financial services, regulation and governance.

The OSC would like to thank outgoing Chair James (Jim) Sinclair, and members Parham Nasseri and Deborah Leckman, whose terms will end later this year, for their service and valuable contributions.

Mr. Sinclair has served on the IAP since November 2021 and was appointed Chair in February 2025.

"The IAP plays a crucial role in helping us meet our commitment to investor protection and ensures that investor perspectives are prominently advanced to inform our policy and rule-making activities, and as we deliver on our mandate and Strategic Plan," said Grant Vingoe, Chief Executive Officer of the OSC. "Jim has led the IAP with distinction, and we have benefited from the deep expertise and thoughtful advice of all members on behalf of retail investors."

The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.
